i18n vs localization: Who owns what on your team?

Most teams blur the line between internationalization and localization, treating them as the same responsibility. This confusion leads to siloed decisions, duplicated effort, and releases that ship with missing translations or broken layouts in new markets.

The fix is simple: clarify where each function ends and the other begins, then assign explicit ownership.

The core distinction

Internationalization (i18n) is an engineering concern. It is the work of preparing a codebase so that translation and adaptation are possible without modifying source code for each new locale.

Localization (l10n) is a content and culture concern. It is the work of actually adapting the product for a specific market: providing translations, choosing the right tone, handling regional formats, and ensuring the experience feels native.

These are different kinds of work, require different skills, and should be owned by different people.

Who owns i18n

Engineering owns internationalization. Full stop.

This covers:

  • Library selection: choosing react-i18next, FormatJS, vue-i18n, or a native API for your framework
  • Translation key architecture: naming conventions, namespace structure, how keys are organized across features
  • Locale-aware formatting: ensuring dates, numbers, and currencies use Intl APIs rather than hardcoded format strings
  • Fallback logic: what happens when a translation is missing for a locale
  • CI/CD integration: automating key extraction, pushing to the TMS, pulling approved translations back before deploy
  • Tooling: CLI setup, file format decisions, build pipeline configuration

Product and design can influence these decisions, but engineering is accountable for the implementation. A bad key naming convention chosen under deadline pressure will cost the whole team months of cleanup later. That is an engineering architecture decision and should be treated as such.

Who owns localization

Localization ownership depends on your team structure, but it typically sits with product, marketing, or a dedicated localization function.

This covers:

  • Language selection: which markets to prioritize and when
  • Translation quality: reviewing, approving, and maintaining translations over time
  • Vendor relationships: managing professional translators or agencies where human review is required
  • Cultural adaptation: tone of voice, formality levels, imagery, and cultural conventions by region
  • Terminology and style guides: ensuring consistent vocabulary across all translated content
  • Tenant management: managing multiple brands, products, or regions within the same TMS
  • Translation management: owning the TMS, organizing projects, managing review workflows

In early-stage companies, a product manager or founder often wears this hat. As localization scales, a dedicated localization program manager becomes one of the highest-leverage hires available.

The boundary zone: CI/CD and automation

The integration between engineering pipelines and translation workflows lives at the boundary of both functions. Neither owns it cleanly, and that ambiguity is where things tend to break.

In practice, the cleanest arrangement is for engineering to build the pipeline and for the localization team to own the content state within it. Engineering decides when a build can proceed; localization decides what translations are approved.

What goes wrong without clear ownership

In the absence of clear ownership, localization tends to fail in one of three ways:

  • Engineering owns everything.
    Developers write translation keys, manage the TMS, decide which languages to support, and handle translation updates. This works at small scale but collapses as the product grows. Translation quality drops because engineers are not translators, and localization decisions get made based on what is technically easy rather than what users actually need.

  • No one owns localization explicitly.
    Translation updates happen ad hoc. Strings are added to the codebase without anyone checking completeness. Releases ship with untranslated UI copy. No one tracks which languages are complete. This is the most common failure mode at fast-moving SaaS companies.

  • Marketing and product both "own" it.
    Duplicate efforts, conflicting style decisions, and no single source of truth for translation memory or terminology. Both teams translate the same content independently, inconsistently.

A working model for three common team sizes

Here are some practical ownership models for different team sizes:

  • Solo developer or very small team: Engineering and localization ownership sit with the same person. That is fine. The important thing is to make decisions consciously: set up translation keys correctly from the start, pick a TMS early, and document the workflow so a future hire can take over localization without touching the codebase.

  • Growing SaaS (5-30 people): Assign one product or marketing person as the explicit localization owner. Engineering handles the pipeline; that person owns the TMS, translation quality, and language decisions. Regular syncs between them keep the pipeline healthy.   • Mature product or enterprise: A localization program manager bridges engineering and language teams. Engineering provides infrastructure; the localization PM manages vendors, terminology governance, QA workflows, and the localization roadmap. This is the model that allows localization to operate at the cadence of product releases without becoming a blocker.
